The Ordinance as passed was approved in the Secretary of
State's despatch of the 8th October, 1919.
4. The correspondence enclosed in that despatch raised the ques-
tion of limiting the operation of the Ordinance to corporations
which are not required by the law of their state to use. common
seal, and also the question of limiting it to corporations which
are not enabled by the law of their state to use a common seal.
It was, however, understood that both those points had been aban-
doned. The Ordinance therefore makes no reference to the cor-
porate seal and deals only with the question of the seal on the
power of attorney.
5. In my opinion this is an Ordinance to which His Excellency
the Governor may properly assent in the name of His Majesty and
on His behalf.
